There's a reason killing civilians is wrong, and when you begin making excuses for it, you're generally on the wrong side of history.

The only situation I can think of, where it potentially isn't outright unacceptable/wrong, is in a situation like Israel/Palestine, where you have an apartheid state, with a military that employs constant terror tactics on a marginalized, ghettoized second class of citizens who have very limited rights and freedoms. Where there is little option to do anything but attack civilians...

And in that situation, the military is comprised of all citizens at some point in their lives, so the entire society takes part in the brutalization of those people.
