It's different for everyone. Some can from the start, some never can it seems. Others need to keep periodically trying it to test the waters.
My first attempt about 10 years back didn't go so well, but my second attempt, started about 4 months ago at 32 is working out wonderfully.

I can grow a full beard and I'm young looking for 25, but I keep my face clean shaven with a razor. Imo beards are nasty and they're like nests on your face. Most girls aren't down with nest like beards.

I've always had a short one, fucking hate clean shaving, only ever done so for court or a job interview. So can't really tell when it got thicker. But keeping trimmed stubble and a well groomed beard is a whole different cup of tea; it's a lot of work to grow a beard.
It's definitely worth trying at least once. Have grown out my hair twice and now beard twice. I'll be damned if I go to my grave without exploring as many aspects of my humanity as possible...

I started growing a "full beard" around 17-18 probably but it was still pretty scraggly for at least a year or two.
OP do you shave then I assume? Maybe shaving or something could help promote more hair growth 
Otherwise time is your best bet. My beard is still pretty scraggly and probably will be for another few years until it thickens up even more.

I'm 22, 23 next month, and I grow a lot of hair under my chin, it's finally starting to round up my chin. Side burns and super scraggly and go all the way down and almost, but not quite so, connect to the chin bush. The stash is weak and scraggly but it's coming along. Apparently my dad didn't grow good facial hair til he was like 30, so there's hope for my ugly face fuzzies

Around 17 years old it started. Currently 28.
I find a beard to be a pesky thing i wish i didnt have to shave. They are itchy and easily get overgrown. I have mine currently at a goatee.
But stroking my beard is pretty fun
