A junior member is someone who has posted less than 20 messages. A member has posted 20 or more. Each forum has a moderator (you can see who moderates each forum by checking out the main forum list) - a moderator has the ability to post announcements and close, edit, or delete threads in the forum which they moderate. Administrators have completely control over every aspect of the board. They can post announcments, close, edit, or delete messages in any forum, create new forums, change any of the BB variables, and set forum moderators.
