typically the bystander effect applies to situations of uncertainty, a crime
in progress such as a murder, robbery or rape. is often applies in cases 
where someone is injured or ill but when the scene is a car and a burning
motorcycle and people in a frenzy it sparks the sense of urgency
this sort of thing plays out far more often than you'd believe and it's under
reported unlike the stories where they lay helpless and alone.
