why the lowest setting?   the faster they dry the better.

Heat does not decrease potency unless it is extream (220*F+)  thats why when you make tea (boiling water 200F+) it still is very potant or cook them BBQ style on the grill, still good over open flames. 

Oxidation (prolonged exposure to air/oxygen) is what decreases potency. 

if you steep your mushies too long the oxygen in the water is what gets to the actives and the longer you wait the weaker it gets due to oxidation.

so when you dry them, the fastest way (lots of moving air away from mushies with heat) is best.  then store in an airtight jar/container with either a silica packet or desiccant of some type and it will stay potent for years.

most dehydrators dont get above 190*F  so not much to worry about except holding capacity when chosing one.
