I was fat in my twenties and it all came to a crashing halt when I saw pictures of myself. Since then I have completely revolutionized my lifestyle and now, 5 years later, I actually underweight but focusing on being healthy and fit. 
To the people who struggle with their weight: eat more vegetables and fruits, just get off your ass and move around, one step at a time.

i've got two half empty bags of brown rice in my fridge. one long-grain, one short-grain. although admittedly as of late, i haven't been preparing my own food as much as i should. which is fucking stupid as hell. in the past few months, i have wasted soooo much money eating out. oh well.

I eat a lot more than you would expect from just looking at me. You're right though, I need to start working out. I'm not sure where to start, how long I should be working out and how many sets/reps/all that shit.

well first off know that anything is better than nothing.
secondly, if you're just looking to bulk up, then do heavy weights with low reps. if you want to tone up, do light weight with high reps. so obviously you'd do the former.
a good place to start is with bench. go with a friend to act as a spotter and max out. it won't be very much, but don't be embarrassed. everyone starts somewhere. work your back as much as your chest, so do lat pulldowns and seated rows. work bi's (curls) and tri's (extensions).
again, anything is better than nothing. high protein plus heavy weight intensive workouts should have you noticeably bigger before too long. you won't get massive in any short amount of time, but you can work past being a stick.

a bench routine i used to always do in high school was 8-6-4. 8 reps at about 40lbs below my max, then put on 10lbs and do 6, then 10 more lbs and do 4 reps. you could shoot for one more set of 2 at 10lbs below your max, but it'll be difficult.
it'll help if you go with friends who already have a steady routine. it'll keep you motivated to go and they can pass their experience onto you.

I am sleek and fat, well over 400lbs. I revel in my obesity! It is good to eat a dozen eggs and a loaf of bread in one sitting. How I laugh at the skinny people who will never know the joys of eating an entire bag of fried oreos! Yes, soon I shall graduate to human flesh, and then I shall truly be a god!

I always wondered how to fat people whipe their ass? Like, wouldn't they get shit all over their hands because they actualy have to dig through their ass fat to whipe the rectum?
Anyway...
For those of you that need to put on some beef.. the answer is not with a curl bar and pushups.
Get a gym member ship or a squat rack and start doing heavy deadlifts and squats. Lots of food and lbs of lean muscle mass guaranteed. I used to want to be a trainer but i realized how annoying it really is after trying to train my friends.
