if all you are growing is salvia then i recomend you go with a few cheep 4 foot shop lights, but for all the other stuff on your first list then get a hps

is your grow room completely enclosed?

if it is, something you can do is brew alcohol in your grow room, the yeast acts as a co2 generator for the plants to breathe

heres a pictoral about brewing/distilling ethanol with yeast

also if its enclosed, a couple house fans runnig in the room just to circulate the air is beneficial

what about those crossover mh bulbs that have a color temp of about 4000k? wouldnt those be the best for leaf and growth and bloong as well?

i think the general thing is
<3000k=bloom
4000k=all purpose
>5000k=veg growth and leaf

please correct me if im wrong or if there are other factors which i havent taken into consideration

Get a hps. If you just want to grow salvia get some shop lights. You can grow salvia indirectly under an hps but you are going to have a humidity problem there. Make them adjust to it. If you cheap out now you will end up buying something else later if you stick with it. This is an old pic of one of my sallys from under a hps. You will see that some of them have leaf curl from it. The old one doesn't. It takes time.

it sounds like most of your plants are humdity loving, so i dont think itd hurt to toss a humidifier in with them

also a question to everyone else
everyone says hps but thats low spectrum and doesnt have the blues for growth that the plants need, yet ppl say that it doesnt matter. does it really make a difference at all?
