At this point it should be said that physical limitation and weakness are not the same thing. Weakness is a condition bred of a psychological viewpoint. Physical limitations are the mere physical restrictions on the body. For instance I cannot fly so does that make me weak?

It depends on the situation. I agree that there is no hard and fast rule on physical weakness. Mental weakness is the biggest problem IMO.
