Sounds like spider mites. First thing you need to is remove that plant from your other plants. Those suckers jump from plant to plant with ease. If these plants are be grown indoor. Chuck the plant out as fast as you can. Once these things are in your house they are like cockroachers, you just never seem to be able to get rid of them. there eggs can lay dormant for years. I Think you said they just started to bud, so you can try a non toxic pesticide like sm-90, neem oil or diamocus earth.

How about buying some geckos! Very small ones though, I might be able to help. There are alot of different kinds where I live. Ones as small as 1 inch long, you know these will eat those small bugs. Nature is alwasy the awnser when farming. You might want to try a caphor oil also, I can help you here too, I don't know what neem oil is, but a good camphor oil will kill all of them, and keep them from returning back for as long as the camhpor stays on the plant.
