One more P.cooker question

I began my test on the use of my presure cooker.

I test it to find what setting on my stove (gas) will be needed to keep 15 PSI. The regulator should be ratteling 3 times a min, I have been told. (@ 15PSI)
I began the test (lubed up metal to metal seal w/ petroleum jelly), fastened all the clamps, and turned on the gas.

It got to about 5 lbs of presure, right before it hit the 5 PSI mark I noticed there was some boiling petroleum jelly at the seal. I BELIVE it was petroleum jelly. It made an odd crackeling noise. When it finally hit the 5 PSI mark, the noises grew louder and some steam started to escape in the area of the boiling jelly.

I shut everything down and am waiting for a cooldown to start the next test. I want to know is the boiling of the jelly to be expected? The sound? and the steam? Or do I just need to fasten the clasps tighter? Someone please give me some good feedback.

If its the all american pressure cooker, with no seal, only a metal to metal seal, then make sure ther is the same amount of gap all the way around (between lid and body). Also (if you read the instruction book) this leaking around the lid can be expected first few uses.
Make sure the clamps are nice n tight too.
