using vermiculite alone may not be the best, when wet it's pretty dense and could kill the mycelium, I prefer to mix it with coco coir or sphagnum/peat moss, with the moss mix, you'll need hydrated lime to balance the pH
anyway, moisten it to the point that when you squeeze it a drop or two of water hangs from between your fingers but doesnt drip, then sterilize it, let it cool and top your casing, avoid bottom layers of casing

I use about 4 inches of substrate and 1 inch of casing, it's a good ratio to start with

a little confused. you plan to fruit in the jars? as in in vitro? leaving the lid on and letting them squeeze their way about? it works but isn't very efficient. if that's your plan, you dont really want a casing on top of them, its just going to take up space, of which there is almost none already.
or are you planning on using the jars as little mini cases, and still putting them in a fruiting chamber? if so you can certainly use a layer of verm on top as a casing layer... but i say why? if they're going in an fc anyway, just double end case (basically put on top of a pile of moist verm, with some moist verm on the top) and leave them as cakes without the container in their way. its about the same effort wise but you're exposing more surface area and will get more pins from the sides and bottom edges. should you decide to make little mini cases within the containers anyway, you'll want to wrap them in foil or something to keep light off the sides and bottom, so your pins come from the top and energy/resources won't be wasted on pins that will form on the sides and bottom but can't really go anywhere.
no matter which route you take you'll want to dunk them. you can do it right in the container they're in by taking the polyfill out of the hole, filling with water, covering with plastic wrap, refrigerate for 12-24h and drain.
that aside, to answer your original question, you don't really need to sterilize verm at all. its formed with very high heat in the first place, and isn't nutritive to feed contams. its close to sterile straight out of the bag. there might be some stray stuff that landed in your bag but its no different than the stray stuff that might land on it while you're fruiting anyway. if you're really paranoid you can bake it in the oven while its still dry at 350 for about 20 minutes, then moisten with clean water (optionally 1:10 mix with 3% hydrogen peroxide to water for even more protection)

this is what im doing,
once its fully colonized ill take the top off and put a layer of verm as casing then fruit it. im not putting the top back on.

if you do that, (i think) you'll get less fruits but bigger ones.
cover the sides in foil so you don't get side pinning.

once they're colonized you're basically in the clear contam wise. it can still happen but its really unlikely. there's no exposed food for contams to feed off of, and mycelium has the ability to fight contams as well. so thats two lines of defense already. no need to be so paranoid with them. 
but yeah if you still go ahead with your plan, do dunk, and loosely sprinkle the verm on top as your casing. you won't get near an inch worth as a previous post mentioned, but as long as there's enough room left within the jar to get an even layer over the top its gonna be just fine. don't get me wrong, your idea is gonna work too. it will probably perform as jack_straw mentioned and you'll see a few pretty big ones, and it should flush several times if you continue to dunk between harvests.

Looks like it would be enough . I use 2 quarts of WBS per 5 pounds of poo .
Now, can you successfully do it or not is up to you
