Casing layer is too thick, help

My friend decided to experiment and try a thicker casing layer of potting soil. It was evidently too thick because it took a long time to first poke thru and now it's barely poking thru and there's a lot left underneath that hasn't made it up yet. Should pinning be initiated now?? Strain is EQ, thanks!!!

Potting soil?
why the hell did you use potting soil?

Should have gone with the 50/50 or coir... :/

Donno what to do with your potting soil casing, but Id imagine you should just keep it in incubation for a while, until the valleys are well established
