i'd tell your friend to try finding answers to these questions at http://www.overgrow.com. i will say, however, that 4x20w fluoros is not enough light for 3 plants. it's not really enough for one plant, even. the rule of thumb is 50w per square foot. you'll get a plant to grow, but you won't get much nuggage from those lights.
