When does federal jurisdiction out-weigh local?

I was just curious when federal jurisdiction comes into play?
As I was looking at the laws (on norml.org) I noticed that in a few states cultivation of marijuana is only a misdemeanor, but the federal law is a felony regardless of the amount. So would it depend upon what agency ended up busting you or what?

Constitutionally, state should trump federal law in all areas not specified by the constitution(Basically currency and interstate trade)

But in reality the feds run the show. The states are all on the verge of bankruptcy and the federal gov't is bloated. If feds arrest you, damned be your local laws. The supreme court will even step in to knock down those uppity states that misbehave, as seen in the recent SC medical marijuana ruling.

the SCOTUS effectively ruled the 9th and 10th amendments null and void in US v sprague (1931)..and in doing so..made state govts irrelevant...the medical marijuana case was based on wickard v filburn (1942)...

I imagine the Feds pick through the cases and harvest the most profitable, leaving the ones that cost more in expenses than they raise in revenue.
