If it's clean and completely dry then you typically don't need to sterilize it. Sterilizing casing (particularly vermic, coco) is somewhat over-rated and should be limited to when it's absolutely required (i.e. spore print production).
Don't overwet it before application.

.. you don't need to sterilize casing when making a spore print (in case anyone is confused by the last post)

You don't need to sterilize casing when making spores?

Mushroom cultivation is all about controlling variables. Of course you don't "need" to sterilize casing...But if you know anything about air quality and it's relationship to contamination rate, then sterilizing casing makes more sense when you are producing mushrooms for "clean" spore prints. You can leave it unsterilized, however you will more than likely increase the liklihood of other things infecting your prints. And when they don't work for some reason...You have another variable to blame and greater difficulty in isolating the vector of comtamination. Make sense?

I have printed outdoor prints and used them for successful inoculations. That worked, however I had a much higher rate than I would have if I grww them indoors. Depends how much time you are willing to waste...being lazy.

I'd say throw it in a pan in the oven and let it sit at 275 for a half n hour.
Vermiculite is non nutritive so of course you don't have to do this step but why take any chances?

I don't use verm personally but in my understanding it does not need to be sterilized,as far as casing layers in general I am a pasteurize over sterilize kinda cultivator but the war on that will wage on forever and no one will ever agree
