pressure cooker sterelization

Would a cheap pressure cooker without a gauge (like the 4 or 6 quart versions at Walmart/K-mart) be suitable for sterelization of bird seed substrate???? In other words, do the pressures used need to be exactly as specified??? Thanx for any help!!

Usually they are a standard 15psi - but they might be less so give your jars a little longer...
