Help! My computer is fucked...

I have windows ME and the last few times I started my computer, it starts the scandisk (like i shut my computer down improperly) and scans my C: drive. The last time, it scanned for about 1 hour and 15 minutes, then stopped at 1.5mb out of over 2mb's and froze. It does this everytime I try and run scandisk now. Something must have happened because I always try to shut my computer down properly. Could it be a virus? I have my Mcaffe shield running at all times. What else could it be?
Also, sometimes, but not all, when I am on the internet viewing various pages, my computer will completely freeze. The cont/alt/delete doesn't do a damn thing. It is frozen. The only way I can shut my computer down is by flipping the switch on the surge protector. A old surge protector none the less, but it works. Could the surge protector be the problem? I bought this computer (hp pavillion) brand new 4 months ago. I used the same surge protector with my other computer, (hp pavillion w/ windows 98) and had the same problem.
Also, now when I am on the web, my computer will start making clicking noises, not too loud, but maybe 3 to 8 "clicks" and my computer will freeze, them resume. I wonder if my modem gets "stuck"?
I can't believe I am having all these problems with a brand new computer. I thought HP was a quality computer???

I had the exact same problem with my last computer but it was old so I sold it. Then I get my new computer home and it was freezing up about 3-4 time per day. I took it back to the place I got it and told them to do what they had to do to fix it. They said there was a sound card compatibility problem so they upgraded me for free. A week later the fucker started freezing up again so I took it back again and raised a stink saying I wanted my money back. The guy promised to fix it by giving me whatever upgrades were necessary to fix the problem. This time he changed the video card and my computer has not froze up once in 6 months and counting. Your computer must be under warranty so take it back and raise shit. I always thought that dealing with freeze ups was just part of computing but it isn't, it is a hardware compatibility issue alot of the time. I don't know if any of this helps but I just thought I'd share my experience with freezing.

Scratcher is right, it should be under warranty if 4 months new. Whoever sold it to you should fix it or arrange to do so. If you got no warranty....well, your screwed until you can figure it out or pay someone to do so.
I build all my own machines now. I haven't bought an "off-the-shelf" machine since '96. I am entirely self-taught and its really not that hard to learn if you have a computer you can play around with a bunch (it will be down a lot of the time while you are learning). But once you learn the basics and get reasonably good at troubleshooting your problems it is the best way to go!

Thanks for all the help! I think it is windows explorer that is screwing up my system. I have had problems with it from the start. Do you think I can safely delete/remove explorer 5.5 and install 5.0 without causing any problems to my saved info and software? Or can I do something else? I really don't have any free cash for a new operating system, so i am trying to fix this as cheaply as I can.

WINDOWS ME AND WHISTLER BOTH ARE GARBAGE. I HAVE A BUDDY WHO IS MS CERT AND HE GAVE ME A COPY OF WHISTLER. SUPPOSED TO GIVE YOU 2000 STABILITITY WITH ME USER FRIENDLYNESS.....GET RID OF BOTH OF THEM AND PUT 200 PRO ON. WAY BETTER......THE BEST MOVE I MADE ON MY PUTER..........
