Casing with perlite...My newest dumbass question!

Hey everybody.... this is the newest of my new line of new questions for a newbie....holy shit....anyway...
Can you case your substrate material than set it upon the perlite in your fish tank for humidifying. I wanna know if this works or if the perlite doesnt provide enough humidity for the cased substrate...If anyone has tried this and it worked please tell me... im about to start setting up my grow chamber and i need to know all that ican...
