I would assume they mean creating a virus or other biological that only infects (or works upon) a single person (or a small group).

Hmm, a bit more looking around...

"The genotype is the specific genetic makeup (the specific genome) of an individual, usually in the form of DNA. It codes for the phenotype of that individual."

So a bio-weapon that can be used to assassinate an individual or family. I can see how that would be useful, as long as it behaved itself.

As opposed to something that targets a phenotype, (physical trait), which would be a Nazi wet dream,

Not as scarey as I thought, although still high on the on scary scale.
