Although it doesn't get any wierder than Sun Ra.  He invented Psychedelic music before anyone in the music scene was even doing them.  You wouldn't believe the stuff he recorded in the 50's, I know I don't.

my dad used to play 1 or 2 of his songs on his acoustic guitar when i was a kid and i used to sing random lyrics of the songs when i was younger cause they were funny and just recently i have started listening to some of his stuff and i'm liking it. Me and my dad were just driving around the other day listening to some version of "alice's restaurant" good song.

Primus is really strange music, but it's also really good.

I also LOVE Mahavishnu Orchestra. Hard rock & jazz combined. Does not get much better than that.

skinny puppy - the albums too dark park and last rights, specifically.
mr bungle isn't really that weird, unless you listen to the disco volante album.
speaking of patton, adult themes for voice and prazno altransit (spelling) are both fucking crazy.
bonefish sam and his power orchestra is some odd stuff, free too. just google for it.

some out there bands that i have heard of are mystic groove, and there is two others but i forget their names
one of them has an album called didgin in dirt that comes from aussie was a pretty big hit locally they had pan flutes bongos drums guitars didgeradoos some other instruments that were pretty out of it
and the other was this maori lady that has a mowhawke, face tattoo, full of peircings sings really soft plays the violin i'll try and get the names soon but all in all pretty out of it music but fun to listen to when you wanna chill out
