A consistantly cold temperature can slow them down, but when my cousins shrooms are stalling out, it is almost always lack of adequate moisture. He sprays the cakes directly with a very weak hydrogen peroxide solution.

directly spraying the cake with water is not a very good idea and there is no reason to use peroxide unless you have contam problems.
'slow growth' is rather meaningless without more info.
are the jars still colonizing or are we talking a casing ?
what strain ?
what temp ?
etc.
