Ebola only spreads when the disease is not dormant.

There is an incubation period (after the person is infected) for 2 to 21 days.

During this period they are not contagious and they can give blowjobs daily.

Then at some point they will begin to show symptoms, ie become very ill, and at this point they can then pass their disease. People that are gravely ill are probably not going to be giving out BJs.
