Yep, you're very correct. It's not the IP that gets checked for. It's the user name itself. All the person has to do is register again, like you said. It's not going to stop the flames, but will discourage it somewhat.

Even if you could block IPs you shouldn't. Many people have floating IPs & there are several ways to get around it, like anonymizing filters.
