I would think the best way would be to "dissolve" a known weight of soil, in a known amount of distilled or RO water, and then test a drop of this solution?
I also found this for you

You can mix with water for a soil pH test, we did it in one of my horticulture classes.
A little known factoid about pH is that it takes 10x the volume of water in order to change 1 full point on the pH scale. For example, say you have a 1 gal solution that has a pH of 6.0, you would have to add 10 gal of pH 7.0 water in order to change it to that. Try it, it really works like this. pH is weird like that, good ol' hydrogen atoms, they've got a sense of humor.
