I have seen a number of the cylindrical Opuntia cacti used as grafting stock. I haven't tried any as yet but the issues that I have been told about are it pups profusely and the vascular rings can be very close to the edge which can make it a little difficult to graft to.
I would expect the growth rate to be good and there are a number of these cylindrical ones that are extremely hardy and propagate very easily. I have a number of pieces of a plant that I have been growing for some time and one day I will graft onto a piece and see what happens. You will never know unless you give it a go

Cheers
