400w ballast setup

I just bought a new ballast off craigslist, it's a TH 400w metal halide lithonia lighting ballast.
I'm having trouble with the wiring, I'm running the ballast to a 120v/ 15 amp light switch, then from the switch to a 125v/ 15 amp 3 prong plug. I have the grounds all connected to the correct green screws. I have the common/white wire nutted at the light box and in the ballast, and the hot/black is connected to the light switch correctly, and I have the labelled 120v coming out of the ballast connected to the black. Also I have all other wires(240, 277, etc..) capped. When I plug it in, no good, pops the circuit breaker. FYI there is no capacitor wire that I can see. I am out of ideas on how to fix this and need some help!!!

From my limited knowledge of such things it sounds like you did things right, but a breaker tripping seems to suggest a short. If you made a mistake in wiring it up, it might become more obvious to someone here if you posted a pic. Another possibility is that the seller stuck you with a unit they knew was defective or damaged, you never know with craigslist.
