sending a covert team into a foreign nation to commit acts of espionage such
as blowing up strategic targets like a nuclear power plant is an act of

It does matter who is responsible. If there is a terrorist action it must be blamed on an individual. So far, there is no proof that these are even spies. Nothing was destroyed. No problems have been seen. These are just quiet watchers.

They were on a countries soil committing acts of espionage, there going to be executed and knowing the arabs usual methods for spies its most likely going to be a one at a time beheading with a dull knife.
