How does a composted mixture of mint compost, chicken manure, and mushroom compost sound for use as a substrate? My friend's rat wants to know if this sounds like a good choice, and if anything should be added to it.

I doubt that anyone has tried that mixture before. Mint compost alone might work if it is well composted. Chicken poop probably has too much nitrogen. Mushroom compost does not work well but it might work combined with the other matereials. Try a small batch and see what happens.
