If it's lime, acid should do the trick (vinegar, or even coca cola as mentoined above).  But scrubbing the shit out of it with a brillo is also generally effective.

On a tangentially related note: When your silverware is getting to the point where it's accumulating lime and bits of rust... isn't it time to pick up a new set? It's not like it's terribly expensive if your getting plain patterned stuff.
