Two Questions

First my Salvia has some sort of small winged insects crawling in the dirt. What is the safest way to get rid of them? Second how hard are Peruvian Torches to grom from seed?

Spray your plant with a water in a spray bottle that has a tsp or so of liquid dish soap in it..

Spray it on your plants and see how the insect problem is...

If you're still seeing bugs, remove all the soil from the pot get it good and away from the roots, use no soil and continue with one more liquid dish soap treatment and see what happens.

As for T. Peruvianus, many people have grown both T. Peruvianus, and T. Pachanoi from seeds with ease. It's not terribly difficult.

it sounds like fungus gnats caused by watering too often. if so, they are relatively harmless. let your soil dry out more between waterings. if they bother you, you can cover the soil surface with gravel or sand. i wouldn't take such drastic measures as de-soiling a salvia for any reason. if it was to that point, i'd take a cutting and start over.

I think taking cuttings is good too, I'd actually suggest taking some small cuttings before repotting, if you even have to repot at all. Take cuttings and re-pot the plant. That way you get new plants and you save the mother plant at the same time.

You should indentify the insect first, I think. Then you can find a solution.

Salvia's in a rich soil and given fertilizer are more open for insects and fungi!
So cutting back some fertilizing, if you do, can also help for a piece.
If insects live in the ground, no soap will help.

Clean your roots with running water, and repot it in a new and clean soil.Use a new or clean pot!
Maybe you can pc some soil to eliminate insect(eggs).

Cut back on watering, for one. You could also try using some Bacillus thuringiensis bacteria (often sold as "Mosquito Dunks" or "Mosquito Pellets"). They're sold just for controlling mosquito larvae in water, but they seem to work for controlling fungus gnats as well.
