What is it you are asking, I'm not sure I know the answer.

You can go to the local pet store and buy a temp and hydrometer all in one for 29$. Pet smart is where I bought mine

You need a hair (human or synthetic) analog hygrometer if you want accuracy.  I have the perfect number for you and it's under your $50.00 mark with a +/-5 differential...it's synthetic hair, I use the same one and love it, very, very accurate and keeps calibration well.  It is a German 'Haar':

$34.00

And a bit more expensive but it's +/-4 and it's about $60.00:

You dont need to spend near 50 dollars on a hygrometer, an accurate analog meter will cost you 10-15$ at most, an accurate digital one will cost upwards of 30 bucks, or else you can go out and blow your whole 50 on one of those digital weather stations that even has extra wireless sensor's that transmit data back to your weather station, this is totally unnescesary even though i have a collection of digital weather stations, lol.

My favorite digital hygrometer has to be the exo-terra from petsmart, still, you dont need all this though.

In my experience, there's no such thing as an accurate digital hygrometer. You can order a good hair hygrometer online, or get a lesser expensive analog hygrometer from your local cigar shop.  Either way, you can get what you need easily on your $50 budget.  Search for the damp towel method and calibrate it weekly.

IMO digital hygrometers suck, they can not be calibrated, they are not factory calibrated and they are not very sensitive/accurate.  If he needs accuracy IMO hair analog is the way to go (a 'sling' is too difficult for most people).  Most any analog under $30.00 will be a spring/coil type which is often less accurate than a digital...

IMO he should get the Haar for $34.00 I linked to, it's what I use.  I've tested many digitals and none are as accurate as the Haar.  IME digitals tend to malfunction after a few weeks in very humid environments.  If the digital uses a external sensor (on a wire) it is often less accurate than if the unit itself was doing the measuring.
