Look at their major supporters, does it seem like they kinda, tap into everything? Maybe building profiles about people via ip address? For what reason, I have no idea. But maybe, just maybe the government(control..ment) is a little more paranoid?

Or they have better weed, I dunno.

lol...peerguardian is almost useless for downloading.  I ran it, in conjunction with ipfilter, and still got caught downloading a movie by the MPAA...don't believe it secures you in any way.
