Can I just call pest control and bill my landlord?

I just found out I have an infestation problem in the attic above my apartment and something is borrowing through my ceiling in the bathroom. I called my landlord and he is dragging his feet saying he would have one of his guys come out and look at the hole to make sure i'm not bullshitting him yesterday (he never showed up) and then call pest control. No one came out and I called him again today and he didn't seem too motivated to do anything about it, indicating that "300 people are moving in this week and he is a 'little busy'".
I've had pest control problems before (wasp nest in the roof) and nothing was done about this either, so I'm concerned this will have the same result. I really don't want animals running around my apartment, pissing, shitting, and eating all of my stuff so I obviously want this taken care of as soon as possible. The landlord happily informed me that all liability is on me and I should have gotten renter's insurance.
What can be done about this? Can I call pest control myself and bill the apartment complex?

Sometimes you can bill them for it or take it off your rent or you can tell him your gonna escrow your rent if he doesn't do it. Just look up information for your state law.

why don't you climb into the attic, find out what it is first, then decide if you wanna call pest control. that's what i would do anyway, as a lot of those pest problems can be solved by yourself.

find out who owns the complex you live in, let them know what's going on and the managers attitude regarding the situation, maintenance is in their best interests for many reasons

He shouldn't have to do anything, he pays rent he shouldn't have to pay for pest problems.

you got a slumlord...
check your state law but unfortunately most states don't give a shit. its a civil matter.
try the escrow route, sometimes just threatening non payment makes them move faster.

eh, if i want something done i normally do it myself, that's just how i think of it, but i guess my way of doing things doesn't always work out for the next person.
i just don't believe in all this having the system and authorities involved unless it is absolutely necessary.

call pest control, take the cost off your rent, and send the landlord a copy of the receipt w/ your rent check. Be ready though, he might try to take it out of your deposit in the end. You'll prevail at small claims court pretty easily though. The landlord has an implied warranty to keep the premises safe clean and fit for human habitation. You've given him notice of the problem and he hasn't acted. Can you document that you told him about the pest?

It would be the whatever local court has control over where your apartment resides. Send a letter to the landlord keep a copy of the letter, take pictures if possible, then go to the county clerk with your problem and see what they can do for you. If properly prepared they won't settle in favor of your landlord.

it depends on if this is referenced in the lease
my first lease on the house i'm renting stated that any pest issues were my responsibility after the initial check/spray

Hmm... I'll have to take a look at the lease and I'll corporate for the apartment complex tomorrow. Kinda tough to do anything when everything is closed for the tropical storm atm. I'll let you guys know what happens.

Contact your local housing authority, since you live in an apartment building, they will have the jurisdiction over it. And do what Prisoner#1 said, send a certified letter to the manager stating the problem, that way you have proof that you notified him when you contact the authorities.
