just get dark colored shorts, or shorts with a print on them. Lighter colored shorts will show the erm... bulge more.

wear swimming trunks b/c jogging shorts take forever to dry.

Also, most swimming trunks nowadays have a thick velcro fly that I think, in thoery, give that area structure when they're wet. Although I'm not quite sure b/c I'm not a guy.

I suggest American Eagle or Old Navy... or at least I know those brands have that fly.
