ARGH can't get myco bag cake to grow?

Three of my mycobags are doing great (B+ strain) however... this one is fully colonized but it doesn't have the fluffy white stuff on top like the others. I have cold shocked it about two weeks ago and dunked about 1 week ago, misting every day yet no growth? whats up? how do i solve this?

The latest of the squirrels mycobag cakes took 19 days to start pinning. Seen knots at 16 days. Though these cakes were removed from the bag and birthed in the terraium, I would imagine that cakes left in the bag will take just as long.
