Interesting argument - that the consequences of making earmarks public would cause an increase in earmark requests because more constituents would be demand that their congressman ask for an earmark.

Damn I can’t believe CNN sounds ‘fair and balanced’!!!

I really don't buy this argument at all.

Clearly the "average" constituent does not get an earmark because the number of voters vastly outstrips the number of earmarks.

Since everyone can't get their own private earmark, it seems like the system would kill itself pretty quickly once they became open to public scrutiny.
