Your hygrometer might be inaccurate. What kind is it? How much perlite did you use? How wet was it? A 1-2" layer of damp perlite (depending on the dimensions of your container) will produce 90+ RH.

Regardless of your hygrometer accuracy, since there are no cakes of mycelium or other heat sorce in the terrarium, you won't see condensation on the walls because the air inside is the same temp. as the ambient air.

As a quick test for decent humidity, tape a sandwich bag with a few ice cubes in it against the outside of the wall and in three minutes you should see condensation form on the inside around that area.
