thats funny because I am having the exact same problem. I have a rubbermaid container with 2 inches of perlite/ 1" water(approximately anyways). I also added both a splash shield and a bubblier stone in a cup of water.
I have a few humidifiers, but for some reason I am only wanting to believe the one that says im stopping right at just around 90%.
The other 2 humidifiers dont seem to be accurate at high humidities. One of them is pegged off the scales. The other is digital and it just says 99% pretty much all of the time, except maybe when i fan it out.
The only thing i can think of is that I am using a small space heater in the room, and possible it is eating up all of the humidity in the room up, and thats a long shot.
Let me know what works out for you though.

By the look of your terrarium I?d say it?s towards the 100% RH.
Have you calibrated your hygrometer?

Lo
Your rh seems to be high enough as noted anno.
Maybe your hygro is not working in hight rh (as many of
available "gardening" hygrometers, that failed >90% rh)
