The Bush administration plans to cut funding for veterans' health care two years from now -- even as severely wounded troops returning from Iraq could overwhelm the system.
Mr. Bush is using the cuts, critics say, to help fulfill his pledge to balance the budget by 2012.

After an increase sought for next year, the Bush budget would turn current trends on their head. Even though the cost of providing medical care to veterans has been growing rapidly -- by more than 10 percent in many years -- White House budget documents assume consecutive cutbacks in 2009 and 2010 and a freeze thereafter.


The proposed cuts are unrealistic in light of recent Veterans Administration budget trends -- its medical care budget has risen every year for two decades and 83 percent in the six years since Mr. Bush took office -- sowing suspicion that the White House is simply making them up to make its long-term deficit figures look better.
"Either the administration is willingly proposing massive cuts in VA health care," said Rep. Chet Edwards of Texas, chairman of the panel overseeing the VA's budget, "or its promise of a balanced budget by 2012 is based on completely unrealistic assumptions."


Mr. Edwards, a Democrat, said that a more realistic estimate of veterans costs is $16 billion higher than the Bush estimate for 2012.

In fact, even the White House doesn't seem serious about the numbers. It says the long-term budget numbers don't represent actual administration policies. Similar cuts assumed in earlier budgets have been reversed.

The veterans cuts, said White House budget office spokesman Sean Kevelighan, "don't reflect any policy decisions. We'll revisit them when we do the [future] budgets."

The number of veterans coming into the VA health care system has been rising by about 5 percent a year as the number of people returning from Iraq with illnesses or injuries keep rising. Iraq and Afghanistan war veterans represent almost 5 percent of the VA's patient caseload, and many are returning from battle with grievous injuries requiring costly care, such as traumatic brain injuries.
All told, the VA expects to treat about 5.8 million patients next year, including 263,000 veterans from Iraq and Afghanistan.

The White House budget office, however, assumes that the veterans' medical services budget -- up 83 percent since Bush took office and winning a big increase in Bush's proposed 2008 budget -- can absorb a 2 percent cut the following year and remain essentially frozen for three years in a row after that.
"It's implausible," Sen. Patty Murray, Washington Democrat, said of the budget projections.
The White House made virtually identical assumptions last year -- a big increase in the first year of the budget and cuts for every year thereafter to veterans medical care. Now, the White House estimate for 2008 is more than $4 billion higher than Mr. Bush figured last year.

For a country that prides itself in patriotism and honor, the administration cant seem to locate funds for our wounded veterans who deserve top notch healthcare, its a sad condition in this country, we are more pro-war or anti-war, but the veterans always are mitigated by these two for political purposes.

This week's scandal at Walter Reed Hospital is another example of how Bush expects others to fight his shitty wars only to dispose of the soldiers after he has used them up:

"Believe it or not, there is other news in the world this week besides Anna Nicole Smith and Britney Spears. But you wouldn't know that if you are watching MSNBC or Fox today. For the last few hours, both networks have been showing almost non-stop live coverage of the Smith trial. More than a week after she died, the insanity continues.

The Washington Post reported Saturday that staffers responsible for managing outpatients at Walter Reed have had caseloads of more than 125 patients each. Recovering soldiers face bureaucratic delays, overworked case managers and appalling living conditions, including black mold, cheap mattresses and cockroaches.

This news is an absolute outrage. And it's shameful. It is absolutely inexcusable that our wounded troops are coming home to such an unprepared and overwhelmed health care system (and please note, Walter Reed is not even a VA facility). Responsibility for this tragedy goes straight to the top. We at IAVA are demanding swift action from the President, Department of Defense and Congress to correct these problems. It is disgraceful that our country has sent troops to war without ensuring adequate care for the wounded."

absolutely, we listen to much to our governemnt instead of watching what they do. in order for democracy to work effectively we need to be open participaters within the system. a key tenant of that is to look at our government's actions and evaluate whether they are doing a bad job or a good job. as i look at the Bush admin I see 2000-2007 as some of the poorest run government in our country's history.

Cutting funding to vetrans is unacceptable when bush keeps asking for budget increases for his wars in the middle east that are causing the increase in VA spending. This is an action that is so base it defies logic. Recruitment will decrease putting a further strain on our military. Cutting VA spending won't help society one bit. It will just lead to more homeless war vetrans wondering the streets with post traumatic disorders or missing limbs. This is more than just cutting funding this action will lead to serious social reprecussions down the road that will have to be addressed.

What specificaly is being cut and what are the actual dollar amounts ( forget about percentages).

Are these actual cuts are just cuts in the rate of increase?

Walter Reed is not a VA hospital.

It is absolutely appalling what is going on today at Walter Reed in Washington D.C. right under Bush's nose.

Neglected soldiers have had to make due with no heat and water. Another problem is a major infestation of rats and cockroaches. Along with stained carpets, cheap mattresses, and black mold. Most people treat their pets better than this.

"Right outside the unmonitored entry, "drug dealers work the corner at night." Struggling, injured soldiers, most suffering from PTSD, paranoid delusional disorder and traumatic brain injury, are forced to "pull guard duty" to obtain a level of security."

Why hasn't anyone come on this board saying how these cuts are a good thing?

You know, soldiers shouldn't expect a handout. They should save their money and purchase their own private health insurance.

Socialist government insurance schemes steal money from you in the form of taxes. And that's not fair.


I'm sure someone could make the case that the only thing wrong with these brain injured soldiers is their complete dependence on govenment. They should let the market decide their true place in society.

You seem to be misstating the Libertarian position.

Libertarians would believe that these soldiers decided to become soldiers knowing both the risks *and* the promised benefits. Chief among the benefits are pensions and government-provided healthcare. In the Free Market, said healthcare is a major method of swaying employees towards your company and away from competitors.

What Bush is doing by cutting benefits is essentially breaking a contract, which is the biggest no-no in the world to a Libertarian. Soldiers cannot be expected to sign on and fight if the government can later simply renegotiate the contract once wounds have already been incurred.

The real crime here is that the military is run by the government, and so it is allowed to make choices like cutting benefits. Were the military run by a private corporation, the corporation would not be capable of cutting benefits due to both the usual methods of preventing contract breaches, as well as the fear of remaining competitive in the future.

So long as the government is "the only game in town" then politicians will always be free to screw over soldiers, a status-quo which most extreme Libertarians (including myself) would firmly disagree with.

Not the first time the Bush administration has consciously screwed war veterans. I think not too long ago they attempted to review benefit claims from war vets over PTSD, but after a few suicides they backed down.

Actually, a careful reading of this article can strip away the nonsensical hyperbole of the BDS afflicted. From the article

These so-called cuts are in budget projections, not actual budget items. The actual Bush budget calls for a big increase in 2008 and projects that it will not be necessary for subsequent years. Further, it seems they have done this "projection" thing before.

A budget "projection" is not exactly a plan to cut. Maybe they're making big capital improvements in one year that will result in lesser costs. Heh, heheheh, ahahahahahahahahhaha. The government doing that? Sometimes I crack me up.

Whatever. As usual, this article doesn't exactly report what people say it does.
