I believe that in the US Government there were people who knew, and who deliberately let it happen because it was in their best interest.

I would say that it would be a lot more likely that the government is guilty of negligence, whether that boils down to them not acting on information they may or may not have had before 9/11, or simply the executive branch having its head too far up it's ass... :shrug:
