program to keep track of downloads?

Alright so we just got the internet back at my flat but unfortunately the only provider we could use has a monthly download limit of 30 gigs. This gives us around 13 gigs each per month. It would be good if we could all install a program that would keep track of ALL downloads (azureus, soulseek, web etc) so that none of us go over this limit. Anyone know of a program that will do this? We are all download hogs.
