pressure cooker problem, please help

Hello, my pressure cooker does not have any PSI settings, it just gives the type of food, poultry...etc. does anyone know of 15 PSI (sterilization) is high, low? and i do not have the instruction book..

It has a rocker weight that goes on a little spout on top? no?
Just put the lid on, heat the water till a steam pours out of the spout.
Then put the rocker on and wait for it to rock. Try to set the heat so the rocker rocks steady and with good pace.
Dont worry about the psi.
