i dont know why, but this story http://thechronicleherald.ca/NovaScotia/500360.html is for some reason unable to get posted in a reply in the news forum. i have e-mailed it to myself and tried to post it, saved it to ms word, changed the size and font, and nothing works.... anyone?

BADDECK ? A 14-year-old boy who threatened to kill several people while high on magic mushrooms has been sentenced to a year?s probation.
The Victoria County teen forced his way into a high school dance and threatened to kill the school vice-principal and his wife, as well as the RCMP officer who arrested him.
He appeared Friday in Baddeck provincial court. He was also barred from being within 200 metres of the school and the homes of four teachers and two Mounties.
The teen cannot be identified because of his age. He pleaded guilty last fall to four charges of assault, as well as causing a disturbance and making threats.
Court heard that last October, the boy, who was intoxicated, tried to enter a teen dance at a Victoria County school. When refused entry, he assaulted and threatened to kill the vice-principal and three other teachers who tried to restrain him. While staff waited for the RCMP to arrive, the teen barged into the school.
Crown attorney Kevin Patriquin said that when the boy was arrested, he was so intoxicated that police decided to call an ambulance. He also threatened paramedics and hospital staff.
While in custody, the teen told the arresting officer he would "put a bullet through his eyes," slit the throats of the vice-principal and his wife and burn their home and the school, Mr. Patriquin said.
Defence lawyer Allan Nicholson said his client, who was suspended from school for a year, has no memory of what happened.
"He takes full responsibility for his actions," Mr. Nicholson said.
In accepting a joint sentencing recommendation, Judge Peter Ross said the offences "seem to be out of character" for the boy but that they do not appear "to be part of any calculated plan or considered act." The teen?s mother sat in court behind him.
The boy was also ordered to seek anger management counselling and is banned from using alcohol, drugs and carrying or owning weapons.

It is almost undoubtedly the special characters that aren't being parsed correctly (note: I'm not a programmer, but I think I used the term "parsed" correctly ).
I noticed this upon making a post in the pub with a special character used to indicate "degrees" (as in temperature), the post was cut off after that point - just as on the "Teen gets probation for threats" article that you mentioned here, the post is cut off after the special apostrophe character.

(I have since corrected the above post by replacing the degree symbol with an asterisk)

O.K. check it out. The problem must be in the top two sentences, and last two. The line that begins with "BADDECK" won't post correctly, and neither will the line above it, everything in the middle seems to post O.K., and then it cuts off again at the end.

Again, it is obviously the special characters that are causing this problem. It is the same apostrophe after the words "The teen" that is cutting off your modified version of the report. Link has been running some experiments with injecting the special characters directly into the database, rather than through posting, and that does seem to work. Therefore, we have a good handle on what is going wrong, but not exactly why. For why, we'll wait for Y to step on the scene

I pasted the text into Editpad Lite and converted it from ANSI to OEM. This confirms that it's a problem with parsing unusual ANSI characters. The system seems to prefer the DOS character set.
Similarly, the percent symbol followed by the number 22 (i.e. %_2_2 without the underscores) will be displayed as a quote symbol.

Ok, this should be resolved. It was related to the MySQL upgrades this weekend, but nothing major once we tracked down the issue.
