Actually, this specimen grows outside the fence of the property owner, along the greenbelt next to a public street.  I think its highly likely that the land is actually public property. But I'm sure the homeowner thinks of this cactus as his own.  Still, imagine how much I could discreetly "harvest" without anyone even noticing!!

Oh well, it couldn't hurt to ask the guy if he considers it his cactus.
