random compost pile - useless?

hi people... my wookie friends mother a nice ecological sense and always separates her wastes (dirty waste, recyclable and organic). the organic waste she throws on a compost pile in her garden (its made out of kitchen and cooking wastes like vegetable wastes, egg shells, etc). she turns it and adds more soil to it and it makes all the surroundingness very fertile. the question is: can my wookie friend dig some of this compost/fertilizer and use as substrate or add to straw?
