organic (waste) compost pile - question!

hi everybody! i was just wondering where should i take my compost from my mommas oranic waste pile... from down under? from a place close to an air passage? from the (anaerobic?) core? from a side? thanks in advance...

P.S.: why do some people hang their pasteurized compost/straw/manure out for some days before innoculating it? wont it contaminate and the shit out?

i only work with straw right now but after pasteurization the straw is still hot and stuff so i take the bag (still has a knot in the bag itself to hold all the straw in) and hang it ouside on a railing or a sawhorse or somethingto cool. def not for days though; maybe an hour at most.
dunno where you heard days from; unles youre talking about ppl making their own compost; in which case it takes weeks for the shit/veggies/mix to compost itself.
