External Hard Drive Problem (This device cannot start. (Code 10)

okay a few days ago my computer stopped recognizing my external hard drive.
I have tried all the obvious things, such as uninstalling the drive, reinstalling it, changing the USB cords, switching USB ports, using the device manager to search for a new driver, etc, but i keep on getting told that:
This device cannot start. (Code 10)
I've done a little research, and I found this at microsoft's webpage:

which perfectly describes the problem and tells me that there is indeed a solution, but i see no link to download it, and when i go to microsoft's support pages, they get my product number and tell me to get support from dell or pay them. dell told me to run diagnostics, which all seem to tell me that my USB ports are fine.
I KNOW they are fine, the problem is obviously with windows and not my actual hardware.
Has anyone had this problem before, or does anyone have this hotfix already, or a link to it, or any ideas as to what I can do?
I have some 112gB of music and samples, etc. on my external and it is a real bitch to not be able to access it.

maybe use a linux live cd, mount the harddrive, and burn all your files to dvd-r? and then reformat.

maybe hook it up to a friend's computer and transfer the files to disc? IF I read this MS stuff correctly, the problem is Windows not your external, right? I guess you could reformat your Windows drive and your external would plug-in just fine.

yeh i could reformat my c drive
but that's kind of a last resort
i have a feeling this sort of thing is solvable
and i'd rather take the chance of solving it
before taking the chance of forgetting to save something important
and losing it.
i also have a ton of samples, etc. on my c drive, and it would take forever to burn them
and i would hate to lose them.

Check that link out, it might be that your mobo doesn't support USB 2.0 and that HDD is USB 2.0.

Is there any drivers for the HDD that you might need? Probably not, just making sure.

Try enabling Legacy USB support in the BIOS.

If you can, try switching the jumpers on the external HDD from master to cable select.

If it is in an enclosure that you bought, try not putting it in an enclosure as I'm reading that some people are having conflicts with it.

If it's an external then you should be able to take it out of the box and hook it into any standard IDE cable if there's a spot for it...

most external hard drives are just converting IDE signals into another signal such as USB, USB 2.0, or IEEE1394... Most contain standard harddrive controllers...The only time this wouldn't be true is if it were a mini-drive, which then it would be using a compacted form of IDE...
