do you seriously think that the water is getting under the foil and traveling upwards, 2 layers of foil wont help your problem. You need make sure the water level isnt too high for cakes if that is what you are doing or you have too much water i the jars to begin with. It is not going through 2 layers of foil

well check this out, there is positive pressure inside the jar, this pushes the water out, drops in the jar is normal but actual liquid that runs from side to side is no good

it should if your seal is good. Just listen to it, if for some reason it stops rattling fill it to make sure its boiling. If it stops you need to make sure you have water in it. Dont cook for 74 mins, do 45 mins with simmered grains. You WILL BE FINE!!! You dont want the water more then 1/3rd up the jar with all the jars in. I thik this is your problem.

No this is not true. Not all pressure cookers say to use 2 inchs of water. For proper operation you should follow your manual that came with the pc. Mine states to use 6 quarts of water which sure as hell ain't 2 inchs. Make sense?

2 inches of water will not last long at all in a pressure cooker.

sure it will if you are not running it on a high temp. hot enough to make steam and build the pressure up is all that is needed. get it up to temp on high and then turn it down a little. as long as your pressure is good then temp will be high enough for sterilization. seems 2 inches would be plenty for a 45 min run and that is sufficient. i think tahoe probably has enough experience SO LISTEN UP!!!!
BTW DK1 your not using it for its intended purpose, like pressure canning and such, they don't have holes in the lids to worry about water getting in to contam. So wouldn't you say this application has a different approach than what the manufacturer says?
peace

  yep i bet its like mine, when i first got it, it would only need two inches of water for an hour and a half, and now with the dried up seal i put in about 4 quarts

Depends on the type PC.

2 PINTS will last for days in an AA 941 Sterilizer.
