long germination time / old spores

hi all
SWIM innocalted some jars approximately 15 days ago. she used syringes that were about a year and half old, most of that time she wasn't in control of htem so she didn't know if they were exposed to extreme heat or anything. and no germination is visible at all. but no contamination is visible either. is it possible after such a long time that the spores could colonize the cakes? is there anything she can do to 'jump start' the process? or will she have to get new syringes and mix up new jars... also since there was no contamination, would it be advisable to re-inoculate the already sterilized and filled jars? or would that be a further waste of spores?
