It depends on how you harvest roots. In the mh farms, what they usually do is harvest about one quadrant every year or every 2 years. They dig down and take out like 1/4 of the circle of roots being careful not to bother the main trunk. Then they put the dirt back and leave it alone until the next year or two years later then they do a different quadrant. This way the tree can recover and give a never ending harvest. If they take more than 1/4 of the roots the plant will go into shock and not grow well or even die. If you're growing a mh just figure to grow it for it's beauty and hopefully for seeds. You can buy mhrb reasonably cheap if they still let it in the country. I have some extra mhrb I could let go of myself. It's better than digging up a plant you spent years growing.

“A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largesse from the public treasury. From that moment on, the majority always votes for the candidates promising the most benefits from the public treasury with the result that a democracy always collapses over loose fiscal policy, always followed by a dictatorship.” (attributed to Alexis de Tocqueville political philosopher Circa 1835)

I'm under the impression that if done correctly it can be done so that the plant survives...though I've never done it myself.

yes, it is possible.
but to tell you the truth, i believe the best roots are obtained by digging up the whole tree...
mimosa hostilis grows in a crowded fashion way, unlike other plants that occur in a scattered pattern...
i am pretty sure that digging up a few of those trees cannot be very harmful to the native plant populations since they set seeds each year, often more than once...
